Water Supply Scheme for Waghala Town for

Nanded-Waghala Municipal Corporation Tq. & Dist.  Nanded.

Waghala town is situated adjacent to Nanded city at 1 0 km away from Nanded and adjacent to state highway No.2. Waghala Municipal Council was formed in the year 1988; comprising of villages (i) Waghala (ii) Vasarni (iii) Kautha (New) (iv) Kautha (Old) (5) Asarjan (6) Fatehjangpur (7) Asadwan and (8) CIDCO and HUDCO colony (New Nanded).

Waghala Municipal Council is recently converted into Nanded Municipal Corporation which has come into existence in March, 97.  Rural Vishnupuri village is included being adjacent.

 Existing Water Supply

There is an existing water supply scheme for CIDCO & HUDCO area with source as Vishnupuri Lift Irrigation Project.  The scheme was administratively approved for Rs.1,46,25,000/- net and Rs.1,66,00,000/- gross with 13.5% ETP charges vide Govt.  UDD Resolution No.MSB/1085/922/CR-57/85/UD-16 dt. 1 8.12.85.

The scheme was technically sanctioned vide MWSSB Ir.no.WST/1985/ 2490/CR-illfrSU-5 dt.13.11.86. The scheme was completed and commissioned on 4.5.89. This is the Pradhikaran's water supply scheme.  Presently the Rural W.S.S. of 23 villages in Nanded district is being maintained by Zilla Parishad, Nanded.  For Fatehjangpur, there is no piped water supply scheme.  As per norms, it is necessary to supply 100 lpcd of water in urban areas.  Actually only 10 to 15 lpcd water supply is now being made.  Since these villages are part of Nanded-Waghala Municipal Corporation, a separate scheme is proposed.

 Proposed Scheme

The scheme is now proposed with existing source of CIDCO W.S.S. i.e. head work in the submergence of Vishnupuri Lift Irrigation Project.  It is proposed to lift raw water from existing headwork of CIDCO w.s.s. to 8.40 MLD capacity water treatment plant at Fatehjangpur with raw water pumping machinery and raw water rising main and from there treated water is proposed to the 8 ESRs and one MBESR through pure water rising main and leading main and from there it will be connected to distribution network with pipes ranging from 80 mm to 300 mm dia.  C.I. having total length 20 km.

NATIONAL RIVER ACTION PLAN (N.R.A.P.)

ABATEMENT OF POLLUTION IN GODAVARI RIVER BY NANDED TOWN

Government of India has decided to take up National River Action Plan for heavily polluted rivers in addition to The Ganga, Yamuna and other rivers covered under Ganga Action Plan, Phase I and II. The Central Pollution Control Board (CPCB) had conducted surveys and studies of rivers all over the nation. The Board found 19 stretches of 13 major rivers as heavily polluted and 14 comparatively less polluted stretches. The above heavily and less polluted stretches of 11 states were proposed to be taken for abatement of pollution under NRAP.

Maharashtra is one of the 11 states mentioned above. Stretch of Godavari river from Nasik to Nanded including city limits and stretch of Krishna river between Karad and Sangli including city limits were identified as polluted by Ganga Project Directorate vide their note dt.14.9.93. Thus Nasik, Nanded on Godavari river and Karad and Sangli on Krishna river have been selected for pollution abatement programme. This programme is being monitored by National River Conservation Directorate (NRCD) under Ministry of Environment, Govt. of India.

While sampling and surveying, Godavari river water near Nanded town was tested and values of (I) BOD and (ii) suspended solids were found to be 150 mg/lit and 1800 mg/lit respectively as against recommended limits of 20 mg/lit and 30 mg/lit respectively.  This is because surface drain water from various nalas flowing through Nanded town is directly going to Godavari.

An underground drainage scheme for Nanded town, having been designed for a population of 1,50,000 and 9.0 mld was installed and commissioned during the years 1969 to 1972. This scheme was mainly confined to South of railway track and some part of North as there was very less development on North side of railway track. The scheme was handed over to the then Municipal Council for day to day maintenance in Jan, 1977. The scheme comprised of five trunks sewers, two sewage pumping stations (one near Gayatri Mandir and other at Chouphala), sewage treatment plant near village Bondhar. After pretreatment and digestion process, it was designed to produce manure cakes from drying beds and discharge treated effluent for field irrigation via small canal network. The scheme was not effectively maintained for years, new branches/additional sewer lines were added to the main scheme, the city population increased and some other factors led to failure of pumping processes and treatment. The sewage flow directly reaches the Godavari river through a bypass at both pumping stations. Apart from the sewage as above, the surface drains of the city find their way in to  the Godavari through 19 small and big nalas.

Once the Govt.of India decided to include Godavari (Nanded) under NRAP, the then MWSSB was appointed as Nodal Agency. The Municipal  Council was pursued for their consent for acceptance of the scheme and willingness of maintenance through resolutions. M/s.Task Consultants of Pune were appointed for preparation of (Pre-Feasibility Report) PFR and Final Project Report. All these activities took place from Sept.93 to March-94. Pre-Feasibility Report prepared by Consultant was submitted to Govt. of Maharashtra in March-94. After scrutiny at GOM and GOI level, the PFR was modified and the modified P.F.R. was submitted to GOM in Feb-95 and to GOI in Mar-95. The cost of the project as per PFR was Rs.14.12 crore.

The design aspect was based on the principle to arresting the nala flow, collecting the effluent discharging using pumping and applying necessary treatment and then for irrigation. The city was divided in to two zones (South and North). Most of the pollution contribution is through 19 nallas in the South Zone. North Zone is yet underdeveloped and the surface flow which is from North to Southward and Eastward has not been considered for the project.

1991 census population of Nanded town was 2.75 lakh. Present (2000) population is approx. 3.25 lakh. The abatement of pollution project has been designed for population 3.41 lakh in year 2000 and 4.62 lakh in year 2011. STP has been designed for earlier stage (26 MLD). All other components have been designed for final stage (31 MLD).

The Detailed Project Report (DPR) was submitted to Govt. of India and was approved in Dec.1998. Govt. of India will share 100% cost excluding cost of land Acquisition and Centage charges. The DPR consists of 3 sub-works based on cost. These are (a) Interception and Diversion works costing Rs.9.66 crore. (b) Treatment works costing Rs.2.53 crore and (c) Land acquisition costing Rs.0.80 crore.

Interception works include – (I) Weirs across all nallas (ii) Intercepting sewers and branch sewers (iii) Common collection point cum pumping station (iv) Pumping upto treatment work, (designed for 31 MLD). The treatment works consist of (I) pre-treatment units and (ii) stabilization ponds, all designed for 26.00 MLD.

Present Position of Implementation

 (i)         I&D works       -           Actual work started in the Month of Nov.1999.

(ii)                Treatment works – Tenders are being invited.

(iii)             Land acquisition – Land requirement for STP is 27.84 Ha. Cost on account of land acquisition is to be borne by Nanded Waghala Municipal Corporation. Accordingly, the Corporation has deposited part of the amount. Land acquisition process is going. .
